Average Rotations Estimate

Average estimation of the trips/rotations the reusable packaging accomplishes — the PPWR Article 12(2) fallback where per-item calculation is not feasible. The Commission's Article 11(2) delegated act (due 2027-02-12) will establish a minimum number of rotations for the most frequently reused packaging formats.
